I would like to ask if anyone knows of any 1/35 scale zombie figures on the market. I have looked and haven't found anything in 1/35 scale. If there aren't any does anyone know of a modern civilian kit that I could modify to make zombies?

You might try modifying these Preiser figures............

or try checking craft stores next Halloween for figures.
These are the only ones that I know of in the 1/35 +/- size range (2")

what is your theme? If no civilians I would modify all the military figures out there and make a bunch of German zombies or something...
the British 25 pounder kit from Tamiya and upcoming from Trumpeter should have shirtless figures which could do nicely.
you could cover the extra molded on military stuff on other figures if you have them wearing trench coats, easily made from tissue paper and a white glue and water mix...

And there are plenty of aftermarket heads to go with the civilian figures... from Hornet and Verliden that may work great for you. They have many bald options and scary facial expressions.
