Preiser does some nice stuff in 1/32(Gauge 1) that would work nicely I think for the setting described. Although they are dressed more Euro stylish for the most part

You said you wanted 1/35 figures, I don't think railroad figures are this big - probably 1/87 or 1/72 only. Here are some modern civilian figures in 1:35 scale that I've seen. You may modify them to suit your need:

Didn't think of railroad sites to look through. Thanks. The theme would be an American WW2 museum, with American figures looking over the tank on the grounds. The time period would be the present time. What I had in mind was some old men maybe remembering their service in the tank they are observing. Could be a German civilian remembering the battle against the same type of tank.
What nationality and time frame are you looking to replicate in your diorama? Some niches are easier to fill than others. But I will suggest that you look at Preisser figures as well. They do stuff primarily for railroads, but they have some WWII related figres as well. Both soldiers and civilians. Especially Germans.

Doing a diorama of a WW2 tank in static display on museum grounds. I need some modern civilian figures in 1/35 scale to put around the display but having a hard time finding much. Looked at Verlinden, Miniart, Master Box but didn't see very many civilian figures. Those were all I could think of. A google search didn't come up with much. Any help pointing me in other directions? Thanks.
