There are 1:72 scale zombie pirates on Amazon.  Probably not what you had in mind but the only thing I've seen in that scale.  Perhaps a little cutting and trimming and shaping could get you what you want.

Do they need to be 1/72nd? I'm thinking you might try HO scale (1/87th) railroad figures. They come in civilian dress and I've seen large boxes of assorted ones online that you can cut them up and modify to your heart's content.

Ok, strike that. I was wondering if you needed them for a 1/72nd aircraft etc- HO scale would be way too small.

Caesar Miniatures do atleast 4 boxes of zombies in 1/72 scale....Zombies Set 1 - Dark Alliance

Undead Camp Zombies, Fantasy Set F110 Zombies and Modern Zombies.....just Google them, most are on evilbay.
I saw some at a local model show in september, can´t tell if they are any good as the little buggers are just tooooo small for my eyes.
