This came up about a year or so ago and all I can do is repeat myself. The decals are almost impossible to fit to a figure with the curves and folds of the uniform. Personally I think I'd take a small brush and do a string of dots along the edges by poking the brush at the figure to get the pixalated effect and then fill in the insides of the camo pattern. That's just my two bits though, maybe someone else has bettr advice? 

The square head of a toothpick can also work.

Decals are likely useless, you'd need so much solvent that they'd likely dissolve.

"Scale Effect" is your friend.

At 3" away, you are a scale 8 feet away.  So, you really only need to generalize the color range, and then use dots to suggest the teture.

Use google images to get some examples of how that should look.

I used the 'mottled scale effect" when I did this guy in 120MM. Seems to work well, remember uniforms get dirty and dusty quick! So the effect of digital camo is usually mottled at best if you are in field for even a short time.
