As Mike pointed out, the first two films were black and white, but it was all color from 1962 (King Kong vs Godzilla) to the present. You asked about "earlier" movies, not "earliest," so that's what I based my answer on.
Actually, in the mid-70's (when the Big G was pure kiddy hero) the fins were the body color edged in silver. They've also been edged in white and purple, too, so it's best to check the exact version you are doing if you want to be, ummm..."accurate."

If you're doing the old Aurora Godzilla (or one of the Monogram reissues), the light gray edges are "right" (that kit is based on the King Kong vs G version).

Whatever you paint them, have fun, and let's see your work when you're done!

QUOTE: what color are the fins on the back of godzilla in early movies ??

What would it matter? The original movie was in black and white so........

I guess if there was a color movie poster it would be a good guide. I know they did change his face when he became more "kid hero" and made him "friendlier" for the younger audiences to get behind so in my mind, his appearance in the later color movies is skewed because
1) He was redone
2) he was colored for a more striking appearance for color film.

Even if you could find the original costume used it would have been "toned" to read better for black and white much like make up techniques were different for the different film stocks.

The centers of the fins are the same as the body color (dark brown or gray...never green!!) and the edges are light gray.
