I was going to suggest Jimmy Flintstone figures, but many are rather risque.

Fujimi has (had?) a set of driver figures in civilian clothes as well as a set of racing crew and drivers. They could be hard to find.

Italeri had a few truckers out , Tamiya had an old set called Campus Friends including a scooter out.

There might be more but I think the pickings will be spares as I reckon most figure will somehow be racing relared(Drivers, mechanics, Racing queens, etc).

I know that Fujimi does a lot of everyday accesories for their cars, but little in figs I think.
