In the first picture, you have three distinct areas, the large textured area at the bottom, a straight edged line thet almost looks like a belt and a much smoother area then the bottom thah has a fabric like effect and in the bottom there are two, the textured bottom anf the smooth secton above the "welds". If the smooth parts are not going to be covered by another part, I'd simply sand everything as smooth as that which wiould remove both paint and glue marks.
If you want to kee the texture, spot sand the paint and glue then soften the surface using liquid cement and stiple this with a stiff, short brush to regain the textured effect.
