i think you can model the camp without the nude bodies; the implication will be clear and more tasteful.

For scale naked figures (I made a nudest colony scene on my model railroad ,I bought scale swimmers at my hobby shop and trimmed the bathing suits off carefully with a sharp knife, looks great. Second item... curved fence posts buy solid plastic shapes ( same hobby shop) and bend them over a candle flame

As for your first question, I dont think that anyone makes figures for such topics.
You might have to scratch. But someone will probably prove me wrong.
