Need help with figures in a weird scale

I usually do ships and a smattering of planes, but am hoping one of you figure painting guys can help me out with this head-scratcher: I am going to be starting soon on a Lockheed Electra painted as the aviatrix Amelia Earhart's airplane. The Williams Bros. kit not only came with no figures, it is in a very odd scale, 1/53 (and the company has since gone out of business anyway).

Do any of the railroad figure scales like HO or N come close to that, that I might get some figures that way? The local hobby shop was no help on this question, unfortunately. Thanks!
