There are a myriad of 1/35 figure companies. For plastic, DML is good, then Tamiya, Italeri, ICM, etc... There are lots of resin companies that make figures as well; Verlinden, Warriors, Blast, Alpine, etc...
All the above have figures that would be good candidates for conversion. None make Japanese carrier crew that I know of though.
