Forgot about the Academy M113A2 torso.  It does come with one torso in a short sleeve t-shirt and a lower body without a shirt over the pants, including belt loops, buckle, etc.

I think there were one or two torsos with just T-shirt on that came from Academy's M113A2's equipment/figures sprue.  Ask around the armor guys and some might just have them in their spare boxes.

Tamiya also has British artillery crew in North Africa during WWII without shirts as well.

I believe Verlinden had or has a few figs that were Veitnam vintage in tank tops and such. These would require modification but may be a starting point for you.

I don't really know of any modern figures stripped down to their t-shirts.  You will probably have to modify some existing figures by sanding their shirts and LBEs down.

Modern (90s) US Figures

I am looking for a kit/set of figures for a diorama for an artillery piece.  The figures I am needing are US Army, but without all of the equipment (Helmet, mask-on-hip, T-shirts only) because they will be unloading an ammo truck in the heat.

Any recommendations on a good set of figures for this?
