I believe Dragon does a modern British sniper set...i may be wrong but i'll look it up real quick.

sorry just did a quick search and the only thing i came up with is Accurate Armour's British sniper w/L39 sniper rifle but it's only available special orders on greatmodels.com

Dragon does a great set of modern(ish) US Snipers.  They are using gear that dates to ODS ('90-'91) time frame.  If you swap out the torsos for IBA-clad ones from the Dragon Modern Marines set, or any other IBAs, you will have good, modern US snipers.

Look for dragons SBS set. One of the figures has the current sniper rifle in it (L96?). And look for Blast Models kit BL351o5K which has most of the modern sniper rifles in it.

Dragon makes a set of SBS w/kayak that with some work could be done into modern British snipers. Look with all the different resin (Verlinden, Warriors, etc) figure companies out there now as well. New things are popping up all the time that may fall into what you are looking for.

verlinden does a 1/16 wwII SS geman sniper and a british WWII sniper in the same scale
does anyone know if anyone makes modern day sniper weapond in 1/16 scale as im thinking of converting my WWII german sniper any help would be appreciated.
