You can get plans in any scale, and then just adjust them to proper size using a grpahics program and print them out.  That outta do it.

28mm is 1/64 or S scale. 1/64 is also roughly the scale of most Matchbox and Hot wheels cars.

If you don't find kits, you may at least find plans, in Model Railroader and similar magazines.  Good luck!

Yeah, S scale. I can find a bit on ebay, but I think that's about it. Don't want to spend too much money on this, I want to make a train station for use in 28mm miniature games.

If 54mm is "about" 1/32nd scale, then 28mm must be "about" half that, or 1/64th scale -- the old "S" scale for trains.  Can you even get S gauge railroad stuff anymore??
