There's not a specific category in their forum for anime, but it's a forum for painters, and there are many posts (a search at the top level of the forum returned a good number of articles) asking about this technique or that, in which the poster was working on an anime subject.

Of course, as it is across the modeling hobby, techniques used in one subject are probably applicable to most other subjects.

Cody Kwok does fantastic work-don't be intimidated by the quality of his painting and composition.  He has a good tips section, and if you read the build notes that he has posted, you can see some techniques that are very useful.

I'm still new to figure modeling, and will have to get much more practice with the good old army figures before I get into any of the fancy resin kits, but all the same I was looking for resources, such as a book or website that has some anime specific tips and instruction. Not only do they make some of the most fantastical creations, but also some very neat girls. I would really like to get into that in the future, as well as fantasy figures in general, so any help is appreciated.
