I'm with Major Gronovius.
I don't know about the numbers, but if you compare scenes featuring these vehicles, it's obvious that the AT-AT is MUCH bigger than the shuttle.
I'd actually guess that the AT-AT is more like 1/144 scale.

The ROTJ Shuttle was a little smaller than 1/72 scale, perhaps closer to HO scale which I believe is 1/87. I have one next to my desk.

The original ESB AT-AT, on the other hand, came with several miniature snow speeders in the same scale as the AT-AT (don't know if the snow speeders made it into the ROTJ issue). These things are tiny, about the size of your thumbnail. I'd guess they are a similar scale to the 1/350 scale planes that come with aircraft carrier models.

I guess it would be kind of like trying to display a 1/72 scale jet on top of your 1/350 scale aircraft carrier.

A while back I began drawing up plans to scratchbuild the Endor Imperial shuttle landing platform with the lower level AT-AT docks. I designed it to be in scale with the old MPC ROTJ Shuttle Tydirium kit so I could perch the shuttle on top. I would like to also park an AT-AT down below but I don't know if the ROTJ AT-AT kit is close enough to the right scale to use. Does anyone know if it is even in the ballpark?
