The are relief-etched, but flat.   They need to be drybrushed after application to pop the little detail there is (hold-back strap).   See the painting instructions for WWII gas cylinders here

Also has anybody used the Gold Medal Models photo-etch Acetylene and Oxygen bottles on the USS Missoui? If so how do they look? I've never seen one of the GM's bottles on a model before.
