I prefer to remove photoetched parts from the frets by using a #10 Xacto blade (the rounded one) and cutting on a piece of tile or glass. Put the point of the blade adjacent to the attachment point and cut with a rocking motion. You can use a #11 blade, but the point shatters easily and you will have to replace it more often.
As far as glue. I prefer to tack PE in place using a white PVA glue such as Aleene's Tacky Glue from the craft store
Put a couple of small pin-point sized drops on the PE and position. The tacky glue grabs quickly yet allows time to refine the position. Mistakes clean up with water. I've found Aleene's to be a less-expensive alternative to similar items labeled & sold uniquely to modelers. Such items are often more expensive due to the modelers logo not the contents.
Once the white glue is dry go back and apply a bead of CA to permenantly attach the PE. My favorite glue tip is here
