In 1/700, just barely in from the edge of the deck is fine. In that scale, even if it's flush with the edge of the deck, who's going to notice?

The gutter channel (bottom rail) should be located about six-inches inboard of the deck edge.

I served on the USS Taluga AO-62 during Vietnam.  The railings were just inside the side of the ship.  That is 1/2 inch from the side of the ship

In 1/700 should I place my photo-etched railings right on the edge of the deck or set back a little?
