Well, I got the Admiral Graf Spee, cuz I couldn't find anything better! Also, for really cheap models, go to scalehobbyist.com.

Get Revell 1/542  USS Saratoga CV-60. It is 59cm long. Will be a prominent model in yr collection..

It cost very little if you buy if from Luckymodel.

Sometimes on Ebay you might find 1/350 scale Trumpeter ships between $10-$20. I got my Fletcher Class USS The Sulivans for around $15

There are too many options. The Academy 1/350 Bismarck will be 8 inches longer than the Graf Spee and still under $42. The Academy Oliver Hazard Perry is smaller, but much cheaper if you get it from Hobby Lobby.

There are sevreal 1/720 and 1/800 scale CVN aircraft carriers that are in the 16-18" range and meet your $42 goal.

BTW, how big is BIG?

You have  too many factors pulling in opposite directions. The Academy Graf Spee is not as crisply detailed as the trumpeter kit, but it's not bad. Otherwise, if you want top-tier quality under your limit you might be stuck with Dragon destroyers....

Since your budget limit is only $42, I'm afraid the ship you mentioned is the best choice you can find. You can't even opt for the same ship from Trumpeter, I think it costs more and then it's over your budget. I would borrow $60 and buy the Premium Edition Graf Spee instead. (I got one for under $100).
