Try doing a google image search for the flag you want.  I seem to remember a goodly number for various British flags.

When you find the images you want, save them to disk, size to the scale you want, and then make a mirrored image to butt up against the original.  Print with a color inkjet printer.  Fold and glue together with lots of white glue, with a thread in the fold crease.  While it is still wet (before glue starts to set) bend some waves into it. It will hold the waves when it dries.

what scale?  what time-frame?

There are multiple sources but they may not be appropriate for your model
