Sadly that always happens with these types of events. a couple of years ago we really wanted to get our scouts into the rain gutter regatta. We got a head count of how many boys total there were and we bought those boys their own kits so they could have them free of charge.

When we had the pack meeting and were giving out the kits we came up short. because parents and siblings were helping themselves. other parents were upset about thier child, or even that all of their kids did not get a free kit. We tried to explain that this was a scout function for the scout, and not for the entire family some people became offended. others understood and gave back some of the kits, but we eneded up having to buy a dozen or so more.

The frustrating part was when we had the actual competition only 2/3rds of the boats came back. every year after that we decided to start charging for the kits, (like $1 or $2, i think the actual kit is around $3.50) it kept people from just grabbing them because they knew they weren't free.

"The race for quality has no finish line, so technically it's more like a death march."

Make and Take

Back in October I joined up with a group of other modelers called Northshore Modelers

http://www.northshoremodelers.com/

Back in June I helped with a "Make and Take" for a Boyscout Summer Camp,  Imagine 100 or so screaming boys a 40x40 room and 120 snap-fit models by Revell/Monogram.  It was a blast, I 'd forgotten how much fun they could be, when you're not worried over fit and finish.

The models were the 1/72nd. scale F-18 Hornet, A-10 Warthog, a space shuttle and some 1/32 Ford vicky and Corvette. Gee I wonder why they can't make a USS Consitiution or Cutty Sark? ;)  You think it's too much to build in less than an hour?

The only problem we had was the Scout leader lady got her panies in a wad because we did not have enough models for everyone.  She asked for 120, we got 120.  BUT the parents who brough the little brothers or sisters took an extra model here and there, which we did not know about which made us short.

We told her about it and she still blames us.  Our Club pres. stated in our last meeting that this was the last time hes work with her. It's ashame that the scout leader was not grown up about it, besides the kids have done forgot about it by now.
