 I'm building the 1/350 Tamiya Missouri and have been struggling with paint order of the decks and superstructure. I've made this even worse by adding an Eduard PE set to this. Right now, I'm building some of the superstructure and attaching the smaller PE parts (no railing, etc). Once most of those pieces are built, I'd paint the sub assemblies then determine the colors of the remaining parts at the time of attachment.

I'll admit, I'm not 100% confident that that's the way to go. What's worse, I can't decide if I should paint the vertical surfaces or horizontal surfaces first. I'm thinking paint the horizontal surfaces first, as it seems it would be easier to mask, then to shoot the camo on the vertical surfaces.

How do or would you guys handle this?

I do decks first (well, actually second after hull) too.  You are on the right track.  But there are exceptions to any rule, of course, and some deckhouse roofs may be easier to paint afterwards.  But decks are usually easier first.

Planning what gets painted when is one of the major planning steps of any genre of kit, ships even more so.  An hour or two of planning before building will pay off.  Don't rush things.
