Instructions for Tamiya 1:350 New Jersey kit.

Send an email to Tamiya USA requesting a copy.  They should send you one.  I've done this before in the past and had good luck with it.

Let me know if you come up empty from Tamiya. I've completed this kit and still have the directions. I can scan theem in and e-mail them if you need them.
