Iron Shipwright makes a 1:350 scale resin & brass kit of the Tennessee-class Armored Cruiser.   The Washington/Seattle was a member of the class.

In 1:700 scale resin & brass, Niko Models makes a Pennsylvania-class Armored Cruiser, sold as the Maryland.    The classes were very similar and could get you most of the way toward a Washington/Seattle.
