Scalehobbiest.com also has some good prices on resin models by Yankee Model Works. I've ordered from them a number of times and always been satisfied with shipping times, etc. You might also take a look at MidTennHobbies.com. They have a limited but growing on line inventory, but without a doubt the best customer service anywhere. I've even had them call me on a Sunday to clarify a question about an order and generally ship the day you order.

Might look @ Warship Hobbies - http://www.warshiphobbies.com/, They offer Plastic and resin 1/700 scale ship models. Also have photo-etch and plastic detail parts along with White Ensign Paints. I noticed they have bundles for most products and also 3 different coupons you can enter in @ checkout for a percentage off depending on how much you buy. Have a pretty good selection.
newcomer What is a good internet source for photoetch for plastic and resin WWII ship models? Mainly interested in 1/700. Also, can any photoetch be used for plastic or resin? High quality paints?

Some of the more respected manufacturers include White Ensign http://www.whiteensignmodels.com/ Gold medal Models http://goldmm.com/ Toms Modelworks http://tomsmodelworks.com/ and a few others such as Flagship Models, Eduard, and Lion Roar. For the former, you are able to order direct and cut out the middleman. You may have some problems with ordering direct from LionRoar and Eduard, but I've dealt with the others directly and had no problems.
A couple of the better online shops which cater exclusively (or nearly so) to ship modelers include Pacific Front http://www.pacificfront.com/ and Freetime Hobbies http://www.freetimehobbies.com/
Many modern photoetch sets are targeted toward one specific manufacturer's model with items specifically tailored to specific measurements (example - the Yankee Modelworks Perry photoetch was part of their Perry kit, but its now sold as aftermarket for the Academy kit). You can fill in many items off of generic sets (railings). Photoetch for styrene kits used to be an aftermarket item. Many mainline styrene manufacturers now include PE in their basic kit. Older photoetch designs are more generic. Photoetch with resin kits was almost always a given - with the exception of a few European manufacturers. PE can and is used on both resin and styrene kits.
PE can be painted with your favorite type of paint, enamel or acrylic. PE also paints well with Walmart-type spray paints. Make sure that it is clean and oil free. A dip in lacquer thinner will cut most body oils fro fingering your latest purchse.
Sprue Brothers has a growing inventory of the items you are looking for.
