These are degaussing cables, outboard circuit is just another name. Degaussing cables neutralise the magnetic profile of the ship's hull so that they do not trigger magnetic mines. They are so called outboard because Japanese used constant charged cables that coils outside around the hull. Other nations may have them within the hull, or magnetise the whole hull periodically when dry docked.

I thought that's what they were but wasn't sure. Thanks

I have seen the Fine Molds model and it looks really great, but I have a question. There are two details sets for the model one is gun barrels, the other is Photo Etch "Outboard Circuits" What are these? is it bad translation?
