I recently obtained a replacement part for my Heller 1/100 HMS Victory. At www.heller.fr, I identified a part number (i.e., "349"), fret ("Pack 16"), and English-language description ("Stbd Curve"), and offered to reimburse them for the cost of sending me a new one. They never replied to my email. Within a month, however, I received the part from Heller Joustra S.A., Chemin de la Porte, BP 5, 61160 Trun (Orne), FRANCE, tel: (33) 02 33 67 72 58.
