Go to Trumpeter's website and the description of the two kits is similar down to the description of each building one of three bridge variants.

So one is not simpler, or cheaper than the other. The different boxings may also be for different markets. Your images or the ones at the Trumpeter site don't show well. Does one show a swaztika? If so that is illegal in many parts of Europe.
Trumpeter also has the habit of releasing multiple versions of the same model hoping that no one notices that it is the same plastic in the box. Its their idea of increasing the market
I just bought the kit with the bunker in the background.It includes (conning tower) parts for three different boats.The detail is nice and sharp.It's also on sale from Squadron for $9.99.
