Model Expo has ship figures- don't remember the scale but they may be around that size.

Since  1/96 is a fairly standard ship-building scale, I'd have to guess that's close enough to work. If I recall correctly, Prof. Tilley recommends the figure sets from the old Revell kits, though I don't have a clue where you'd find them other than the "auction websites."

You might be able to order the figures from Revell through their parts department.

www.revell.com/.../parts-request-2.php

Ostensibly, its for replacement or damaged parts, but they don't ask for proof of purchase it looks like.

Here's the kit number for the Constitution that I am working on now (85-0398 USS Constitution ).

The figures have no number but are referred to as  '20 miniature crew figures' .   Worth a shot.

I myself have had virtually no luck finding 1/96 scale figures of sailors for that era. Good luck. Hope this helped.

I have several sets from the 1/96 Revell kits. I don't use them. Please let me know.

Try TT Scale railroad figures - popular for European "TableTop" layouts, they are 1/120 scale - will require some mods and painting.

There are female figures as well, you might even be able to do a Rowlandson-esque or Hogarth-esque diorama...

Plastruct makes some- 1/100 is a common architectural scale.  my local big city art supply store keeps them in stock.   There are also a bunch on ebay.  Just look for 1:100 scale figures.  None are 19th century sailors, though.  But hats are easy to add and a red and blue business suit reads ok from a foot away.
