White Ensign's Colourcoat range of paints is your best match
I haven't used them, but Testor's Model Master has a new line of USN WWII colors availble in the regular model-master sized jars for the same price (a lot cheaper than white ensign and easier to get a hold of in the US as white ensign can't ship paint overseas anymore). The MM paints are available in both enamel and acrylic, I've seen them in my LHS and at the testor's site.

Pre-war. many wood decks were left unpainted, but the need to camouflage from aerial observation seems to have led many services to paint decks after start of WW2. Do you have an airbrush? If so, just put on a thin, dry coat of whatever instructions or other research shows. Is this an actual wood piece? If plastic I would put down a wood color first and then a thin color layer over that.

The Royal Mail does not allow air shipment of solvent based paints any more. This affects individual hobbiest purchasers who order in the dozen of tin category than the online retailers who order in the gross of tins. Their orders are parcel shipped or surface mail. Suppliers such as Freetime Hobbies and Mid-Tenn carry Colourcoats. They are stateside. Order from them with confidence

ModelMaster has re-released their naval colors in enamel. However, they do not have a Norfolk deck stain in their product line. 20B Weather Deck Blue is not a replacement. There is no out of the bottle answer. You will need to custom mix, likely starting with 5O Ocean Gray and going from there
