Victory ship at Port Townsend

While visiting Port Townsend, WA recently I came across this model of Lawrence Victory at the marina. It COULD be a conversion of the Revell Montrose kit like I did, or it could be completely scratch built. I couldn't tell. The plaque attributed it to Robert Mouat, RN, who died in 2007.
