I used the GMM set, and was very happy with the results.

On the bench: 1/350 Trumpeter HMS Dreadnought; 1/350 Academy USS Reuben James FFG-57

No it does not include railing or the bulkheads around the 5"AA or stuff for a Penn 42 but  1/400 or 1/450 railing is fairly inexpensive if looking around.  

I cannot tell the difference between both once installed other than the  5"AA bulkheads. Which, BTW, the perimeter border of Tom's fret can be used for that as well.[the part you throw away once you are done with the replacment pieces] Snip-snip and bend here and there and it is a tolerable piece to use.

Yeah the Gold medal set is 40 bucks and the Toms is 13 but i do not think it has all of the railing.

Well Tom's is good , But I do honestly recommend the Gold Medal Models set !

Tom's or GMM. latter is more expensive but provides more pieces. Depends on how far you go into the details.
