I'll throw another wrench in. I've done a lot of research on the Dardenelles campaign and most of the British warships crewmen were wearing their dark pants and white undershirt without the blouse from various pics. These are black and white photos but I'm guessing the pants are dark blue. Late may 1915 off Galipolli

Found this at Wikipedia of both enlisted and officer Royal Navy uniforms during World War I. Summer uniforms are probably white.

From what I gather, RN and USN practice is similar. Uniforms are based on season and upon climate. So, in summertime, whites would likely be worn. Also, in the tropics for climate reasons. RN had a khaki tropical uniform as well.
What I can't help you with is what working/dungaree uniform RN had in WWI. USN used an "undress" from of "crackerjacks" as working kit. Denim dungarees would be introduced after the war.
The Osprey pub will be quite helpful for things like when RN officers wore white versus blue covers on their hats.
Getting near the end of my Lord Nelson project. While going through my ship PE drawer I find I have a full set of 1:350 figures. Question is what to paint them. In the war the ship served in Dardenelles and Eastern Mediterranian. Is that far enough south to be tropical? I doubt it. I am assuming uniforms would all be dark blue, not white.
