To make a flag for a model, after I have found the image, here is what  I do.  You need a graphics (photo) editor that has a "mirror" function (most do).

Copy and paste image into your photo editor.  Rescale to fit the size you need for your photo.  Then copy the image and paste it somewhere else on screen.  Select if you did use the paste as selection option.  Then invoke the mirror function, which reverses the function left to right.  Then move the mirrored image next to the right side of the original image (you can leave a very tiny line showing.  Now print out the page (keep real image size).  Cut out the image and fold at the join line.  Now soak the inside with white glue, insert a line of tan thread along the fold line (to fasten flag to mast).  Squeeze the flag together and, using your fingers, shape some wave into it.  When dry you can fasten the flag, using the thread, to the appropriate mast.

I think this is a pretty good bet.

And, here is what seems an informative article.

Modeling is an excuse to buy books.

There was a smal discussion over on warshipsailors where a Russian freighter named Pechora is mentioned.  Maybe same one you are looking for?

No definitive idea on Russian Commercial ship flag in 1940.  There was no private ownership and if Pechora was a Soviet Navy Aux then maybe a Russian Naval Flag was used.  Wikipedia has many references for Soviet Naval Flags.

Note: One source stated the ship spelled Pechora was actually the Patschura which  became the German Raider "Pinguin".

(Statement: "Patschura... misspelling of the Name Petschora (German spelling) or Pechora (English)".

Good luck with your search. Sorry I could not help more.

What flag would a Soviet merchantman underway have flown in 1940?  Has anyone ever heard of a Soviet freighter called "Pechora" or "Pechura"?
