Out of curiosity, which Hasegawa Akagi kit do you have?
i.e.: 30013, 43155, 43167, 43201, 43220, 49220, 49227, NEXT,#4, or 1/700 Kantai Collection No.6.
In my experience ALL The Instructions are Graphics with only a few entries in Japanese. Those sections in Japanese usually refer to the name of the part, specific details on attaching a part or refer to using an alternate part or assembly depending on the version. I do not read Japanese and know of no source for English translations. BUT...
Newer Hasegawa kits, like the Hasegawa Akagi CH117- Full Hull, have English translation included for specific parts and assemblies:

I would recommend you review the multitude of Akagi (and Kaga), WIP's on the WEB to see how other modelers handled the kit(s). When you start the models just ask about specific pages if unsure of the Instruction "Pictures".
You are not the only modeler to have issues with Foreign instructions. You should see me trying to figure out Heller's French They have different language translations all combined on a single page. The English Translation is worthless IMO.
Heck, it just makes model building a bit more challenging... and satisfying, when I get it right.
