'O' gauge is actually 1/43rd scale so they will look tall and chunky on a 48th scale boat. Could get away with 1 or 2 if you make sure their equipment is the same size as the boats.

Monograms 48th scale Riverine stuff used to come with a guy. They just rereleased the Swift Boat and he is still there but doesn't look much like a sailer.

If you click on the Divers category and scroll to the bottom, there are a couple of U-boat crew. The Verlinden link has some WWII US carrier crew that you may be able to use.

Preiser also makes a couple of 48th scale ground crews which could be used.

Best suggestion I have is to go to a Model Railroad shop or internet site. I believe "O" guage is 1/48 scale and there are a few suppliers of workmen in that scale. You can then modify the workers to the period and uniform you are using.
