I've ordered some watertight doors, life rings, hose reels, etc., but what's the best way to use them - put them on and paint the whole section of ship or add them later and try to match the paint?

DEFINATELY!!!!! You would be suprised by what those little things do to a ship in 700, especially when it comes to the deck.

1/700 watertight doors - Worth it?

Now that I have my first 1/700 scale ship "learning experience" behind me, I am looking to enhance my next Victory ship effort (already ordered from Loose Cannon Productions) and am wondering from those of you who have used them - are the PE hatches, watertight doors, hose reels, life rings, etc. worth the purchase? Or are they too small at that scale to even see?
