Templates? No...none that I'm aware of, however, if I remember correctly, the Banner/Trumpeter/MiniHobby kit has deck marks where the stanchions are supposed to go. Perhaps you can connect the dots on the deck and get a decent outline.
As for material, I would suggest tissue paper soaked in a water and white glue mix. Hair spray also works well.
