Dean's kits can vary in qualtiy - I have built three of them, bought another and ended up not building it because of quality issues.  In general, I find their Royal Navy ships to be pretty nicely done, other nations less so.

For an article on what can be done with one, check out the build of the Battle Class destroyer build by Brett Griffin on my website:

I built their 1:10 semi-kit of the DUKW, amphibious truck.  I will not buy any more Deans Marine kits after building that one; I was not happy with the quality of some of the fiberglass work.  The main deck was not a constant thicknes, but varied from 1/16" to 3/16", which required much putty and sanding to even out to 1/8".  The full size plans looked like they were enlarged from the Squadron Signal Book on the DUKW.  Some of the metal and resin castings were the wrong size for the model.  Most of the parts printed on styrene sheet were the wrong size, usually too big.

I've been tempted to try one myself. There's a beautiful 1/96th Tribal Class Cossack at the Steel navy site at http://www.steelnavy.com/images/McGivern/Cossack%201938%2001.jpg

Alan McGivern is listed as the builder. You might try and track him down.
