I just received a 20mm cotton flag from Modelflags.com.
Does anyone know if you need to apply a thin piece of foil in the flag to produce the "ripple" effect for these flags? Their instructions say to just roll it between your thumb and fingers. I've never used one of these before.
Also, what glue works well for the edges and gluing it together?

You do not need any foil.  Go to a fabric or craft store or the fabric section at Wal-Mart and buy a bottle of Dritz Fray Check.  Apply some Fray Check around the edge of the flag, when it dries, cut the flag out.  The Fray Check will allow you to ripple the flag.
