I've been wracking my brain trying to figure out a simple answer to this; it seems like there ought to be an obvious source for such a map. The problem is that most - nay, all - of the Civil War maps I'm used to consulting already have ship and troop movements marked on them.
I imagine the Mariners' Museum has at least one nineteenth-century map of Hampton Roads in its archives, and probably has the facilities to make copies. But that institution charges outrageous "research fees."
I wish I could help. I'll keep thinking.
