Strange Kiev A/C problem

I am currently working on the Trumpeter Kiev. As per instructions, Ther are runner boards along the hull. What are these? Are they stabilizers? Do they run horizontal? I am not sure if I should put them in or if I do at waht angle.

They are probably bilge keels.  These are longitudinal strakes which are located about where the hull bottom turns.  Their porpose to help reduce rolling.

heres a pic i found of a bilge keel. is this what the peice looks like or does it look more like the elevator off of a plane?
