If you want to drill them out,  yes.  But perhaps you might want to start by thinning the backsides with a ball cutter in a Dremel.   That might make it easier to open the limber holes.    There are some places where you don't want to be able to see clear through and you will need a sight block,  such as the YMW pressure hull -- or a sheet of plastic -- or a piece of PVC pipe.

Your alternative is to blacken the holes from the front & be done with it.

Fairly new to ship/sub building.  Just got the Revell 1/72 VIIc sub kit.  Please bare with me and I apolagize for not having the correct terminology but my question is if I want to drill out all the holes in the kit would I drill out all holes/slots all over the hull and in the tower?
