That's kind of hard to say. Each of the sets out there has things in it that the others don't. All are very competently made. The GMM and YMW sets are probably the easiest to work with and represent pretty good value for the price. You can find reviews of the various sets on Steel Navy and Modelwarships which may help you decide what is the best value for your criteria. WS

I have the Lion Roar set and am very slowly, but surely getting through it.  It is a thing of beauty, with 15 or so PE frets, turned aluminum barrels for the main and secondary batteries and even brass propellers and ships bells.  I would definately recommend it.  There's a review here:
