                        A lighter is a small vessel, like a barge, used for unloading or loading cargo, fuel oil, water, sewage,etc. from a ship. They can be self-propelled or towed.

                        The camels are tied up to either the ship's cleats or bollards or the bollards or cleats on the pier. Just like a small boat would be. Sorry it took so long to reply.

                        From what I've been told, the army actually has more vessels than the navy does.

                        But the Army does have some problems operating their fleet. ------------ 1944 photo taken at an Army training base in Alabama where they trained their ship-based troops.
