I have recently completed a I/600 Leander class frigate,all paintwork done.

Want to finish it off before p/e and want to know more about Dullcote as a finish.

ie. will decals adhesive well. Are there any other reasons for using Dullcote?

Wait on applying the Dullcoat until after the application of the photoetch is complete.  Dullcoat kills the shine on the CA used to glue it.

Have you applied the decals yet?   You want a smooth, glossy finish before applying them.  Otherwise they will silver.   A flat-coat under the decals is the A-number one reson for this.

Clear gloss,  Future floor polish, or similar is good for the clear coat.  Apply the decals and top coat.
