I'm told that a mixture of 50% acetic acid (white vinegar?) and 50% distilled water will make a good substitute for MicroSet (the weaker of the two MicroScale setting solutions). Scott Alexander, whose Atomic City company released the kit and whose decals I designed, recommends that you brush on a puddle of setting solution over the area of shingles where you're placing a decal like UNITED STATES, slide the decal onto the puddle and position it as best you can with a brush or cotton swab, and then gently blow the decal down into the corrugations. He says the decal will soften and begin to snuggle down.
I use the Microscale solutions basically because the quality is pretty consistent, but you're certainly free to mix up your own.
