                        Does any one know of plans that will allow a person to build a 1/72 scale Saturn V rocket from scratch or possibly a kit, kit parts, or sub assemblies?

                        The gold standard of Saturn V plans are David Weeks' drawings, which can be bought on the realspacemodels.com website.

                        The plans come in 1/48th scale, but you could certainly reduce them to 1/72nd.

                        Apogee makes a 1/70 Saturn that is awesome. It is over 6 feet high. That is very close to the scale you wanted.
