I am trying to add a little more to my German armor models. I have seen in magazines Nazi flags draped over the back or side of tanks. My questions are: 1. What is the best technique to make torn and battle weathered flags 2. What is the best way to get the symbols such as the swastika on the flag to make it look the most realistic.

You can use a decal over foil so it can be positioned as you like. Shoot some clear flat then use an oil wash over for some weathering, fading, etc.

I have known folks who print on tissue paper with inkjet printers. I have not tried it myself but know several people who do it.  They tape tissue to a piece of regular printer paper and run it through printer.  Get a design for flag from something like google image search.
