Why do modelers use such bizarre colors as blue, for instance, to create dot filters?

The dot filter method is a way of tinting, so if done properly you do not see much of the color itself-rather its effect on the base colors.  To use a term sometimes used in color filtering, a blue can be thought of as a 'minus-red'.
